Our Team

HTOA is led by an experienced team of young women and men dedicated to promoting health awareness and empowering women, girls, IDPs, and youth. We strive to improve individual health outcomes, reduce poverty, and combat social exclusion. Guided by strong leadership, HTOA champions gender equality, social justice, and humanitarian rights. Our team works collaboratively to integrate project management, policy development, and community engagement to create sustainable impact across Afghanistan.

Executive Director:

Abdulzahir Ershad, Master in law and political science with over 20 years of experience in media, culture, charity, education, and humanitarian work. At HTOA, he holds the second highest leadership position, participates in strategic decision-making, leads initiatives, and ensures the effective implementation of programs to support vulnerable communities.

Program Manager:

Arsalan Habibi a result-driven Program and Project Manager with a Master in Management & Leadership. He has strong expertise in leadership, project design and planning, M&E, risk management, and stakeholder engagement and is working as Program Manager at HTOA.

Project Manager:

Fatema Razaee and Ahmad Fahim Ershad the Project Managers at HTOA holds a strong background in humanitarian projects. He is a highly motivated and results-oriented professional with valuable expertise in project management. Focusing on coordination and communications, he is skilled in managing teams, resources, and stakeholders to efficiently and effectively achieve project goals.

Finance Department:

Fatema Osmani and Yaser Ahmad Shabanpoor, finance Specialists at HTOA and graduate of the Faculty of Economics. With a strong background in financial management, they both play a key role in overseeing the organization’s financial operations, ensuring accurate budgeting, financial reporting, and regulatory compliance. His expertise in financial analysis and strategic planning supports HTOA’s mission and helps maintain financial stability for successful project implementation.

Procurement Department:

Mohammad Hares Sharify, Procurement Manager/Officer at HTOA. He oversees the procurement of goods and services in accordance with organizational policies and cost-effectiveness. With a strong economics background, he effectively manages supplier relationships, negotiates contracts, and ensures timely delivery of resources to support the successful implementation of HTOA projects.

Administration Department:

Maryam Mushfiq at HTOA plays a key role in supporting administrative tasks, ensuring smooth office operations, and assisting organizational duties. Their responsibilities include document management, coordinating meetings, and providing general support to the team, contributing to the efficient implementation of HTOA initiatives.

Monitoring and Evaluation (M&E) Department:

Hamid Aalam, M&E Specialist at HTOA, responsible for overseeing monitoring and evaluation processes, including the Complaint Feedback Mechanism (CFM) and developing the M&E plan. He ensures projects are effectively tracked, results are measured against set objectives, and feedback is applied to improve projects. He is accountable for transparency and accurate reporting of project progress and plays a key role in assessing project impact, data collection, and supporting continuous strategy adjustments to enhance project success and sustainability.

Field Team:
  • Community Facilitators at HTOA includes both field expert women and men who engages with local communities, promotes active participation, and ensures community needs are reflected and addressed in project activities.
  • Field Coordinators at HTOA who supervises field operations and ensures effective project implementation through coordination among teams and stakeholders at the community level.
Health Team:

The HTOA Health Team comprises skilled healthcare professionals, including nurses and health promoters: Bashir Ahmad Rahimi, Safiullah Sadeq, Jamila Ahmadi, and Rohina Khoshdel. With their combined expertise in nursing care, health education, and community outreach, the team plays a crucial role in delivering quality healthcare services and promoting public health awareness. They are dedicated to supporting HTOA’s initiatives by providing direct medical assistance, conducting awareness sessions, and strengthening community health and wellbeing across targeted areas.

Technical Team:

The HTOA Technical Team includes technical and vocational experts: Abdul Ghafour Hakimi, Ali Ahmad Nourzad, and Basheer Ahmad Jami, who apply their expertise in education and technical-vocational training to support HTOA projects and initiatives. This team plays a vital role in developing and implementing strategies to improve technical and vocational efficiency and training within the covered communities.

Volunteer Team:

HTOA has a committed team of 10 young and educated volunteers (5 women and 5 men) who have been trained and empowered to actively support HTOA’s projects implementation. Their efforts ensure expanded outreach, effective program delivery, and strengthened connections with target communities, bringing fresh perspectives and positive energy to the organization’s initiatives.
